After removing .htaccess can no longer access phpmyadmin

Raspbian running on raspberrypi 3+ apache 2.4

I was trying to secure my server a little better and I enabled .htaccess by changing apache2.conf line AllowOverride None to AllowOverride All and added a .htaccess file to phpmyadmin path located at /var/www/BaseSite/phpmyadmin:

before realizing that apache 2.4 deprecated this syntax in favor of using Require directives and actually doesn't recommend using .htaccess files anymore but relying solely on Require directives (the original .haccess file didn't allow me to access it from LAN anyway for some reason) so I removed the .htaccess file and restored AllowOverride None but the issue is I still can't access phpmyadmin. I just get a "Forbidden You don't have permission to access this resource" message. I looked in every single one of my config files for both apache2 and phpmyadmin and I have no idea why it's denying me access. I even went so far as to remove and reinstall phpmyadmin but got the same issue. At a loss for what to do. Any help is greatly appreciated.
